What is the highly skilled migrant (HSM) visa?

The Highly Skilled Migrant visa, often called the Knowledge Migrant or Kennismigrant visa, allows qualified workers to live and work in the Netherlands with the support of a recognized sponsor. This visa aims to attract professionals whose expertise aligns with Dutch market needs, making it easier for companies to bring in international talent.

What is a recognized sponsor?

A recognized sponsor is an organization approved by the Dutch Immigration and Naturalization Service (IND) to sponsor highly skilled migrants. This status benefits both employers and employees by simplifying and expediting the hiring and immigration processes. Recognized sponsors must actively monitor the employment status of their sponsored employees, promptly reporting any changes to the IND. They are also required to adhere strictly to Dutch employment and immigration regulations.

The HSM visa application process

Below is a step-by-step guide to the HSM visa application:

• Step 1: Employer sponsorship approval – Employers must be IND-recognized to sponsor highly skilled migrants. Once approved, they can proceed with the visa sponsorship.
• Step 2: Application submission to IND – The application can be submitted by the employer or the applicant if they are already in the Netherlands. This is done via the IND portal, where all required documents are uploaded.
• Step 3: IND decision – The IND generally processes applications within 2 to 4 weeks. However, processing times can vary based on the IND’s workload and the details of the application.
• Step 4: Collect MVV and/or residence permit – Non-EU applicants need an MVV (Provisional Residence Permit) to enter the Netherlands. Once approved, they collect the MVV at a Dutch consulate in their home country. Upon arrival, the applicant can collect their residence permit, which grants them the right to live and work in the Netherlands under the HSM visa.

Costs associated with the HSM visa

The HSM visa application process includes a visa processing fee of €350 fee per primary applicant (as of 2024). Additional fees apply for family members, including partners and children, who join the primary applicant under the visa.

Document requirements
